Is it unreasonable/rude to ask the property management company for an average of utility bills?

No one can tell you what your bills will be, since you may use far more or less than the previous tenants. Sometimes you can call the electric or gas company and they may give you an average high and an average low for the unit you want to rent. But if the previous tenant paid those bills themselves, the property management company cannot usually get copies.
